Can schools refuse parents’ requests to hold IEP meetings?

Answer:

Generally, no.

Under Individuals with Disabilities Education Act (IDEA), parents have the right to request IEP meetings, and schools cannot ignore or delay those requests for reasons of convenience. If a school refuses, it must issue a Prior Written Notice (PWN) explaining its decision and the data on which it relied to make the decision.
