FCPS’s FOIA response includes internal staff e-mails, letters to providers, correspondence with providers, and other records related to how it set its IEE rates around the 2017 timeframe.

FCPS internal e-mails indicate FCPS did not evaluate market rates on a regular basis and that it was inconsistent in how much it reimbursed parents and/or directly paid providers for IEEs.
