Louisiana Department of Health (LDH), which oversees the EarlySteps intervention program, was cited for 15 violations of Individuals with Disability Education Act (IDEA) Part C. U.S. Department of Education’s Office (ED) of Special Education Programs (OSEP) spelled out the violations in a December 17, 2025, letter and report, though the documents weren’t posted publicly to ED’s DMS page until February 10, 2026.

The issues span every corner of the EarlySteps intervention program (provision of early intervention services, monitoring and improvement, data including the State Performance Plan/Annual Performance Report, fiscal management, and dispute resolution).
